This expansion project doubles the facility’s capacity by delivering 216 new high-security inmate cells, organized within six living units.

The project also involved significant renovations to the existing 149 cells. Additional updates included inmate living unit supervision and control systems, food services, programming, staff services, administration and admissions/discharge, and visiting areas. The new addition achieved LEED® Gold certification. The SPSCE project received the Gold Award, Project Financing from the Canadian Council for Public-Private Partnerships in 2011.

Forum sold its interest in the project in 2016, but maintains its role as the asset manager on behalf of an institutional owner.
