Constructed in 1989, the building was the former City Hall of Cumberland prior to the City of Ottawa amalgamation.

The Orléans Client Service Centre is located in the Orléans Town Centre neighbourhood, which features a mix of apartments, offices, recreation and retail services, as well as a well-defined transportation network.

In 2007, Forum entered into a private-public partnership with the City of Ottawa to acquire the Orléans Client Service Centre and currently asset manages the property on behalf of the City.
